LAUNCH OF THE 10th EDITION OF RWANDA BRIBERY INDEX (RBI)

BACKGROUND AND RATIONALE

Rwanda Bribery Index is an annual publication conducted by Transparency International Rwanda (TI-RW) since 2010 with the financial support of Norwegian People’s Aid. It aims at establishing experiences and perceptions of this specific form of corruption in Rwanda. Its findings has inspired different policy making, advocacy as well as anti-corruption campaigns.

The rationale of Rwanda Bribery Index lies also from the Sustainable development goal 16 specifically from the target 16.5 “substantially reduce corruption and bribery”.

The indicator 16.5.1 “proportion of persons who had at least one contact with a public official and who paid bribe to a public official or were asked for a bribe by those public officials during the previous 12 months.”

The indicator 16.5.2 : Proportion of businesses that had at least one contact with a public official and that paid a bribe to a public official or were asked for a bribe by those public officials during previous 12 months.

OBJECTIVES OF RWANDA BRIBERY INDEX

The overall objective of the survey is to establish the experiences and perceptions of Rwandans regarding bribery in the country.

The specific objectives of the survey were as follow :

• Determine the prevalence (evidence and perception) of corruption on Rwanda as reported by Rwandan households ;
• Identify Rwandan institutions and organizations particularly prone to corruption ;
• Assess the impact of corruption on service delivery in Rwanda ;
• Gather concrete information on the size and share of bribes paid by Rwandan citizens while seeking to access a specific service.

WHY THE LAUNCHING EVENT ?

The launch of Rwanda Bribery Index will be the opportunity to share findings from Rwanda Bribery Index as well as recommendations with proposal of actions to be undertaken to fight forms of corruption identified to specific institutions and sector. During the event, government institutions, CSOs and media will also discuss way forward and how the collective action against corruption should be emphasized.

WHO WILL PARTICIPATE ?

60 participants are expected in this event with the representation of government institutions, development partners, CSOs and media actors. Apart from the actors in the fight against corruption as well in the promotion of good governance, different organizations working in different sectors are expected also to attend the event.

WHERE AND WHEN ?
The RBI launching event will take place on 3rd December 2019 at Lemigo Hotel.
