Summary of TI-RW’s Strategic Plan
2020 – 2024

This is the third participatory and comprehensive 5 years strategic plan of Transparency International Rwanda (TI-RW), the National Chapter of Transparency International based in Berlin, Germany. This strategy serves as the roadmap for TI-RW’s plan in the next five years (2020-2024). In this strategic plan, TI-RW has highlighted four (4) strategic axes to effectively fight corruption and injustice, promote accountability, transparency and integrity in the national and global changing and transformative society.

Below are the four strategic axes set by TI-RW :

Strategic axis 1 : Preventing and combating corruption and injustice focuses on increasing awareness and understanding on corruption and injustice and strengthening vigilance towards corruption-related actions. It further concentrates on preventing such actions. This will be addressed through public awareness-raising activities ; education of specific target groups such as students, advocacy and legal advices to victims of corruption or any other forms of injustice, to name the few. TI-RW will also strengthen innovative channels of communication with citizens and disseminate the promotional materials to specifically defined target groups ; cooperate with other organisations.

Strategic axis 2 : Strengthening evidence-based advocacy, communication, strategic partnership and engagement is centred on building robust data and evidence-based advocacy. Here, strong partnerships and allies, building support mechanisms among partners as well as broadening coalitions are crucial to achieve expected results in the struggle against corruption.
Curbing corruption requires critical mass and collective actions among various actors namely government, development partners, peer CSOs, private sector and communities.

Strategic axis 3 : Fostering citizen-centred governance has a specific focus on promoting effective institutional environment for results-oriented service delivery. This primarily focuses on developing participatory, community-based structures through which citizens are empowered and encouraged to demand accountability and thus better results from service providers. This will be achieved through citizens’ empowerment and rights-based approach in service delivery ; bottom-up accountability and social audits of government performance by citizens as direct-users of public services.

Strategic axis 4 : Enhancing organizational capacity and sustainability focuses on strengthening internal systems and processes to deliver on TI-RW mandate at an optimal level and increase membership and financial sustainability. TI-RW identified the need to work towards Program basis, have qualified staff and clear strategy of staff retention, succession in the governing structures and compliance with best practice with organizational good governance.

Bearing in mind that corruption is a cross-cutting issue and represents a major obstacle to reaching all the SDG goals, has multiplied negative effects on vulnerable groups, females and youth ; in this strategic plan, TI-RW wants to focus on key thematic areas to build a strong and sustainable organisation with considerable impact in the fight against corruption and injustice at national level.
