About our strategic plan

TI-Rwanda strategic plan (2025 - 2029) has highlighted five (5) Strategic Objectives to effectively address corruption and injustice, promote accountability, transparency and integrity in Rwandan society.

Below are the five Strategic Objectives set by TI-Rwanda :
Strategic Objective 1. Protect Public Resources and Safeguard People’s Rights :
This objective focuses on ensuring the responsible management and allocation of public resources, while simultaneously protecting the fundamental rights of individuals. It involves creating and strengthening systems that promote transparency, accountability, and efficiency in the use of public funds, ensuring that resources are directed towards the public good. Additionally, it emphasizes the establishment of legal frameworks and mechanisms that safeguard people’s rights, particularly those of vulnerable groups.

Strategic Objective 2. Prevent and Combat Corruption and Injustice :
This objective focuses on implementing robust measures to prevent and combat corruption within both public and private sectors. It includes strengthening anti-corruption laws, improving transparency in government processes, and ensuring accountability through effective oversight mechanisms. By promoting ethical standards and enhancing the capacity of institutions to detect, investigate, and prosecute corrupt practices, the outcome seeks to reduce opportunities for corruption and ensure that public resources are used effectively and for the benefit of society.

Strategic Objectives 3. Promote and Sustain Civic Space for Transparency, Participation, and Accountability :
This objective focuses on fostering an enabling environment for civil society organisations and citizens. It aims to ensure that citizens have the space to participate in decision-making processes, hold government and institutions accountable, and advocate for their rights. By promoting transparency in governance and encouraging active civic engagement, this outcome seeks to ensure that public policies and actions reflect the needs and aspirations of all citizens.

Strategic Objective 4. Strengthen Access to Justice, Effective Enforcement, and Rule of Law :
This objective focuses on ensuring that all citizens have equitable access to justice and that laws are effectively enforced to protect individual rights and promote fairness. It aims to enhance the capacity of the justice system to provide timely, impartial, and accessible legal services, particularly for vulnerable and marginalized groups. By improving legal frameworks and ensuring that laws are consistently applied, this outcome seeks to foster a strong rule of law in Rwanda. It also focuses on building the effectiveness of law enforcement agencies to ensure that justice is served and that individuals can trust that their rights will be upheld.

Strategic Objective 5. Reinforce Institutional Capacity to Influence and Mobilize :
This objective aims to enhance the institution’s ability to effectively influence policy, public discourse, and decision-making processes, while also mobilizing resources and stakeholders for greater impact. It focuses on building TI-RW’s internal capacity in areas such as advocacy, strategic communications, fund raising and monitoring and evaluation to ensure that it can reach its goals. By strengthening its organizational structure, staff expertise, and resource mobilization strategies, TI-RW will be better equipped to drive change, raise awareness, and build coalitions that advocate for the protection of public resources, accountability, and good governance.
