Social Audit

The Social Audit is a participatory social accountability tool used to assess how public resources are managed and whether development initiatives achieve their intended social objectives. It provides an inclusive platform where citizens, leaders, and other stakeholders examine the performance, transparency, and ethical standards of public projects and services.

A social audit goes beyond paperwork — it brings the voices of citizens, workers, and local leaders into the heart of governance. Through open public hearings, communities share testimonies on the progress, challenges, and impact of specific initiatives, ensuring that public investments truly serve the people they are meant to benefit.

Since 2010, Transparency International Rwanda (TI-Rwanda) has been conducting social audits through the Integrity Pact Assessment approach in districts such as Rubavu, Musanze, Huye, Nyanza, and Kayonza. Initially focusing on monitoring integrity in public infrastructure procurement, the initiative has since expanded nationwide to cover broader issues, including citizens’ capacity to hold decision-makers accountable and ensuring compliance with environmental and social safeguards.

Rationale and Importance

  • Promotes citizen participation and engagement in governance and development monitoring.
  • Collects reliable information on citizens’ awareness, involvement, and satisfaction with public projects.
  • Identifies potential violations of labor rights, corruption risks, or inefficiencies in project implementation.
  • Strengthens community ownership by creating a transparent space for dialogue between service providers and service seekers.

Through the Social Audit Tool, TI-Rwanda empowers citizens to move from being passive beneficiaries to active watchdogs of integrity, ensuring that development in Rwanda is inclusive, transparent, and accountable.
