Since 2012, Transparency International Rwanda (TI-Rwanda) has been monitoring the procurement process of public infrastructure projects at district level through the use of Integrity Pact (IP) Tool.
What is Integrity Pact (IP) ?
- The Integrity pact is tool that includes an agreement between a Procuring Entity and all bidders for a public sector contract
- The tool helps in fighting corruption and enhance transparency in the field of public contracting
Objectives of IP
- Prevention of corruption, mismanagement and injustice in local public procurement of infrastructure project (or any other project selected)
- Participation of citizens and civil society in planning and monitoring of procurement process
Previous experience
- Pilot in four districts Huye/Kayonza/Musanze/Rubavu
- MoU signed with Districts in 2012
- The tool is applied to selected infrastructure projects in each District (In buildings and water supply projects, construction of roads, and other infrastructure projects)
