On 30th May 2025, the Executive Director of Transparency International Rwanda (TI-Rwanda), Apollinaire Mupiganyi, delivered a compelling presentation during a consultative meeting on combating corruption and injustice, organized by the City of Kigali.
The meeting convened key stakeholders and actors in the fight against corruption as part of the Anti-Corruption Campaign Week, held under the theme : “Uniting with Youth Against Corruption : Shaping Tomorrow’s Integrity.”
In his presentation, TI-Rwanda Executive Director, drawing on TI-Rwanda’s research findings and citizen complaints, shed light on the extent and nature of corruption within local government, particularly focusing on City of Kigali.
He also spotlighted persistent corruption bottlenecks in infrastructure and construction, including :
• Illegal constructions that violate the city’s master plan,
• Bribery in the construction permit process,
• Weak enforcement mechanisms.
“To curb corruption in construction, the City must intensify efforts – establish an internal inspection unit, use ICT like surveillance & body-worn cameras for inspectors (as police do), and conduct a Corruption Risk Assessment, …” Mupiganyi emphasized.
The presentation served as a call to action for stronger institutional accountability and innovative anti-corruption strategies, especially in sectors critical to urban development.
