About Strategic Plan


TI-Rw current strategic plan (2020-2024) has highlighted four (4) strategic axis to effectively address corruption and injustice, promote accountability, transparency and integrity in Rwandan society.

Below are the four strategic axes set by TI-Rw :

Strategic axis 1 : Preventing and combatting corruption and injustice : is focused on increasing awareness and understanding on corruption and injustice and strengthening vigilance towards corruption-related activities and concentrate wholly on preventing such actions.

Strategic axis 2 : Strengthening Evidence-Based Advocacy, communication, strategic partnership and engagement : is centred on building a robust but evidence-based data, strong partners and allies, building relationships and understanding with individuals and institutions, building support and broadening coalitions and engagement and powerful communications.

Strategic axis 3 : Fostering Citizen Centred Governance : has a specific focus on creating the right institutional environment for results-oriented reform.

Strategic axis 4 : Enhancing organizational capacity and Sustainability : is focused on strengthening internal systems and processes to deliver on TI-RW mandate at an optimal level and increase membership and financial sustainability.

In addition to the strategic axes, TI-RW strategic plan (2020-2024) works on the following thematic clusters (each with their related sectors) which are also embedded within the four above core strategic axes :

CLUSTERS

1. Environmental Governance cluster : Climate change (including finance), disaster management governance, water, land resources and forestry resources, agriculture, mining

2. Social development cluster : social protection, education, health

3. Accountable governance : service delivery and citizen engagement, Public Financial Management (PFM), public procurement, good financial management, access to justice and rule of law.

CROSS-CUTTING AREAS

Beyond the above clusters, TI-RW strategic plan (2020-2024) has also considered four (4) cross-cutting areas in the fight against corruption and promotion of good governance through enhancing integrity in the Rwandan society. These are :

(i) gender mainstreaming : While TI-RW acknowledged progress in integrating gender across economic and social sectors, TI-RW strategic plan highlighted the need for more mainstreaming gender across all strategic priorities and thematic clusters.

(ii) youth and people with disability engagement : Insufficient engagement of the youth and people with disability in some areas affected the quality of policy dialogue and their involvement in the implementation of developmental and social programs. The TI-RW strategic plan (2020-2024) requires that each axis and cluster identify youth and people with disability players and engage them effectively in all activities.

(iii) SDG as a standalone issue but also as cross-cutting : Corruption represents a major obstacle to reaching all the SDG goals as it hampers the service delivery, economic growth and increases poverty, depriving the most marginalised groups of equitable access to vital services such as healthcare, education, social protection, etc. Similarly, where governance is poor, all initiatives to improve agriculture productivity, protection of environment and natural resources or responses to climate change and disaster management, are particularly weakened, putting lives and livelihoods at risk. This was taken forward as a principle for TI-RW strategic plan (2020-2024) considering the above proposed thematic clusters of interventions and their related sectors.

(iv) M&E, Knowledge management : TI-RW stakeholders pointed out the need for an integrated M&E, knowledge management system that links the different strategic axes and clusters. By developing a strong linkage between M&E outcomes from the thematic clusters and strategic axes, TI-RW strategic plan provides a platform for increased effectiveness of the M&E system.
