TI-Rw in partnership with Supreme Courts launched a web portal for citizens to file their complaints

“This tool will supplement the existing tool ‘The Integrated Electronic Case Management System “ and different mechanisms which have been put in place to make sure that those who seek justice services can access them easily, it will also help other justice sector institutions to follow up courts functioning” said Right Honorable Chief Justice Sam Rugege at the launching event of the Web and SMS- based tool for monitoring service delivered by courts and tribunals in Rwanda “Sobanuzainkiko.org ” .

The launching ceremony which gathered the high ranked officials from different justice sector institutions and governance institutions was held at Marriott on 16th October 2018. The tools has been developed by Transparency International Rwanda (TI-Rw) in partnership with Supreme Court. The Web and SMS based tool for monitoring service delivered by courts and tribunals in Rwanda will be a channel for citizens to submit injustice cases in courts and tribunals ; on the other hand, the Judiciary, the Office of the Ombudsman, National Public Prosecution Authority and Rwanda Bar Association will use this tool to handle the complaints submitted to them by citizens. The tool will be used on website via sobanuzainkiko.org or by sending a free sms to 2040.

The tool also includes the whole process to revise judgments vitiated by injustice by all parties as stipulated by article 54 of the law n°30/2018 of 02/06/2018 determining the jurisdiction of courts. Other services of the tool identified as key for its smooth use include windows for lawyers and prosecutors to access complaints related to their services as well as a suggestion box which will enable users give feedback on services provided by the Supreme Court.
As part of the awareness of the tool to the public and stakeholders, the Supreme Court and TI-RW will organize a public official dissemination event to ensure its wide dissemination for its effective implementation.

Sobanuzainkiko.org was developed under the project “Promotion of equitable justice in Rwanda through improved legal aid and awareness services to detainees and prisoners” which is implemented by TI-Rw with the financial support of the European Union Delegation in Rwanda.
