Project title : Enhancing Decentralization through Effective NGO & Citizen Participation in Local Decision-Making and Increased Transparency for Strengthened Accountability

Geographic coverage : The project is covering six districts : Nyamagabe, Musanze, Huye, Kayonza, Kamonyi and Rubavu. However, there are research activities which sometime cover other districts on the sector of activities the research is covering.

Objective : To fight corruption, enhance transparency and contribute to improved citizen-oriented service delivery at local level through evidence-based advocacy.

Research projects

Under this project : TI-Rw undertakes regular research projects to make accessible data related to the issue of corruption in Rwanda for more advocacy. Integrity Pact

TI-Rw is implementing as first country in Africa the Integrity Pact in Rwanda. It is a tool developed in the 1990s by Transparency International to help governments, businesses and civil society to fight corruption in the field of public contracting and procurement. The first Memorandum of Understanding have been signed in September 2012 between TI-Rw and 4 districts, in which the projects is being implemented : Huye, Rubavu, Kayonza and Musanze. More

Citizens engagement : CCC

Transparency International Rwanda (TI-Rw), in its endeavors to sustain the Government’s efforts towards zero tolerance to corruption, has initiated the use of the Committees` of Concerned Citizens (CCCs), which are agents of change at the community level. TI-Rw believes that social mobilization is imperative for inducing changes in people’s attitudes, behaviors and capacities to resist corruption. The CCCs are groups of citizens with a high degree of credibility, integrity, social acceptability, and leadership capacity to inform, motivate and mobilize citizens to challenge corruption and to promote integrity in service delivery at the local levels.

The idea originated from experience sharing between different Transparency International chapters. The chapter of Bangladesh has initiated the use of the CCCs in 45 districts and 60 Youth Engagement and Support groups (YES) throughout the country to carry forward the anti-corruption movement and for inducing change in people’s attitudes towards corruption. They have played a crucial role in improving the quality of key public services at the local level especially in education, health, and other administrative services provided by the local leaders such as the execution of court judgement, conflicts resolution and signature of administrative documents to name but a few.

With the view to further widen the network of civic engagement against corruption, TI-Rw emulated this initiative under the citizens’ engagement program, an axis that was added to the key pillars of TI-Rw’s strategic plan. TI-Rw believes that citizen participation and social mobilization is imperative for inducing changes in people’s attitudes, behaviors and capacities to resist corruption.

Establishment of anti-corruption clubs

TI-Rw, through its ALAC project is intending to open anti-corruption clubs in university and secondary schools as well as other youth communities in order to order to support ALAC activities. It can also work with already established anti-corruption clubs on agreements to serve the same purpose. TI-Rw provides training, necessary publicity materials and a minimum facilitation to those anti-corruption clubs to facilitate them to work on the field.

Sensitization

TI-Rw conducts different sensitization activities on the consequences of corruption and how citizens can participate in the fight against corruption by reporting it.
